Program office calculator

What would saving 10 minutes per appointment mean for our office?

Multiply the minutes saved per appointment by your yearly appointment count to get staff hours released, then by your loaded hourly labor cost to get their equivalent labor value. Released hours are capacity, not automatic budget savings — payroll changes only when a real expense is eliminated. Enter your office's numbers below.

Your office's numbers

Staff who prepare for participant appointments. Average participant appointments each counselor prepares for. File review, record gathering, and notes before the appointment starts. Your assumption for the process you are evaluating. This tool does not supply it. Weeks counselors hold appointments, net of leave and training. Salary plus benefits and overhead per hour. Use your budget office's rate.

All values are editable examples. Replace every field with your office's own numbers; results update as you type. Nothing you enter leaves this page.

Actual budget savings

Only the portion of released hours that eliminates a real expense — overtime, contractor hours, or backfill you stop paying for. Payroll for salaried staff does not fall because preparation gets shorter. This calculator does not claim any amount here; your budget office determines it.

Three results that are not the same thing.

How to report each result honestly
ResultWhat you can honestly say
Actual budget savingsAn expense is eliminated or reduced — overtime, contractor hours, or backfill. Verify against your budget, not this calculator.
Staff capacity releasedStaff have more time available for participants, waitlists, or follow-up. Payroll may remain unchanged.
Scenario savingsA hypothetical result that occurs only if the assumptions you entered occur. Label it as a scenario in any purchasing document.

"We released 1,150 staff hours" does not automatically mean "we saved the government the salary cost of 1,150 hours." Keeping the three results separate is what makes the number usable in a purchasing discussion.

The formula, in full.

minutes saved per appointment = current minutes − proposed minutes
hours released per year = counselors × appointments per week × working weeks × minutes saved ÷ 60
equivalent labor value = hours released per year × loaded hourly labor cost

Every result on this page comes from these three lines and the numbers you entered. There are no hidden multipliers, no assumed adoption rates, and no benchmark data mixed into your inputs.

Worked example — an illustration, not your office

Six counselors, ten minutes saved.

An office enters 6 counselors, 25 appointments per counselor per week, 25 current preparation minutes, 15 proposed minutes, 46 working weeks, and a $52 loaded hourly rate.

Minutes saved per appointment: 25 − 15 = 10. Prepared appointments per year: 6 × 25 × 46 = 6,900. Hours released per year: 6,900 × 10 ÷ 60 = 1,150 hours — about 4.2 hours per counselor per week. Equivalent labor value: 1,150 × $52 = $59,800.

What the office can honestly report: 1,150 hours of counselor capacity released, worth $59,800 at the loaded rate, under the assumption that preparation falls from 25 to 15 minutes. Actual budget savings are whatever portion of that time stops being paid as overtime or contract hours — possibly zero, determined by the budget office.

Limitations and sources.

This tool values time at a single blended rate; real offices mix grades and rates. It assumes the saved minutes are actually available — fragmented minutes between appointments are harder to redeploy than consolidated hours. It does not model ramp-up time for any new process. For federal salary components of a loaded rate, see the official OPM salary tables; your agency determines benefits and overhead loading. No benchmark values are supplied by this page — every input is yours.

Common questions.

Does releasing staff hours save the office money?

Not automatically. Released hours are capacity: counselors have more time for participants, waitlists, or follow-up, but payroll usually does not change. Actual budget savings occur only when a real expense is eliminated or reduced, such as overtime, contractor hours, or backfill. This calculator reports the two results separately.

What is a loaded hourly labor cost?

Salary plus benefits and overhead, expressed per hour. Your budget or finance office publishes the rate it uses for workload analysis. For federal salary components, OPM publishes official pay tables; benefits and overhead loading vary by agency.

Where does the proposed preparation time come from?

From you. The proposed minutes are your assumption about a change in your own office — a new intake form, a pre-appointment report, or any process change. The calculator does not assert that any product produces a specific time saving. Results are scenarios under the assumptions you enter.

Where this fits Real World Careers.

Each completed program seat produces a one-page office PDF with six work-domain scores and career directions, which some offices use as pre-appointment preparation material. Whether that changes your preparation minutes is your assessment to make — enter your own current and proposed numbers above.
